Simple: Dual Torches. Regardless of build, in the early game I recommend using a raw (or any of the non-scaling infusions like Fire or Deep) weapon and only putting points into VIG and END. Once you level up a bit and have enough points to spread around go to Rosaria and re-spec.

DEX Pyro is a good build, but adding INT means sacrificing both END and VIT if you still want to have the fastest casting speed for Pyros while having a few attunement slots.
