The horizon walker should consistently use their bonus action almost every turn for the damage added class feature to build effectively. Go half-elf for elven accuracy option. On a side note, unless this is your first time optimizing, I would urge you to intentionally give yourself an Achilles heel or two that shows up occasionally.

Best Feats for Horizon Walker Ranger 5e. by Prince Phantom. Oof, I’ve seen neutered subclasses before but this is just sad. I’ll start with the good. A few nice spells like Misty Step and Banishment, Etherealness for one turn is a neat trick, and that’s all I’ve got. Everything else is laughably bad.
For Horizon Walker, I'd not multi class before level 11 at the very least: With Tasha's, levels 1-10 for a Ranger are pretty dope, and Horizon Walker's level 11 ability is great. A DEX S&B build would work fine as well. Take the spells that either maximize your tactics -- HWs want mobility, really -- or your character.
I would say take the first 5 levels ranger. Then take either two levels of druid or three of rogue. Scout and assassin would work well for your concept. I would say wield a longsword and shield, or a greatsword/axe as the horizon walker is about one powerful attack. Paralyzing arrows is to unreliable to use and even if you try to build towards it with Enchantment DCs it won't make to much a difference at higher levels.
