Also check for any obstruction of the transmission cooler. Check for mud, debris, bags or anything blocking the airflow. JeepHerz.

JKs, especially later models, do run hot for better emissions. I know I've seen 230 just sitting in traffic with zero load. I normally turn the A/C on which forces the Fan to stay on and the temp drops. So I could see 250 with a load, and any liquid is a pretty good load.

The purpose of a thermostat is to let the car get up to operating temperature and then open up to not let it get any hotter. It is the optimal temperature for the car.
