There is no secret, fuse izanagi for a better persona. Izanagi is made to be a pretty bad persona so that you fuse him, anything that is related to him story wise doesnt require him on your persona list, so fuse him away. As a general rule of thumb - you can and should fuse any and all Personas for higher level Personas.

No Persona, other than the later game ones, are worth keeping really. You need to be fusing constantly, once a Persona learns all of its skills (and even before then really) it's time to move on and fuse it off. I stuck it out with my Izanagi and got him to level 99 with all stats at 99. Took awhile but was worth it IMO.

The intent is to make you fuse often to keep up, and since your Izanagi is 20 levels lower than the closest boss you might as well ditch him.
