I cannot download the custom maps after subscribing to them. Black ops 3 does show "manage downloads" when I right click it in the games menu but it doesn't show anything active downloading. It does show peak mbps and how much of something is downloaded when I try subscribing to a mod. Then when I start the game again the mods are installed.
