Legend lost sectors don't show up on my destinations, an any of my characters, regardless of previous clears. Have tried waiting for resets, restarting my game, rerunning the sectors, changing characters, etc.
There's not much you can do. The rng on some days just sucks. I did about 40 split on bay of drowned wishes one day and got zip. But then I tried another day and got what I was after first try. Estimated average drop rates are 25% (Legend) and 33% (Master), BUT that is also an average over a very long run. It could take as few as 1 run or as much as 30 runs for a drop. The draw for Lost Sectors is the targeted drops, but the trade off (to say nightfalls with better drop rates, but no targeting) is that the RNG could be VERY shitty. 2.

It's not showing up for anyone because bungie disabled it due to cheese. Bungie disabled it due to an "issue." Either that means something was broken making it ridiculously hard or people found a way to cheese it and farm exotics insanely fast.
