I have been (trying) to do Ranni's questline recently and what happened in my game is that after I killed Radahn (I already did Evergaol with Blaidd) and then went to Norkron, Eternal City he was not at the Evergaol like the guides said. Sure probably. Should you? probably not unless you want to lock yourself out of content. Probably not most npcs don’t drop their stuff until their quest is completed and killing them earlier often ends up with getting nothing but haven’t tested Blaidd myself.
