The 4000 doesn't like too much fuel pressure. Recommended pressure is 4.5 psi, so no electric pumps. As there is a vendor out there selling fuel pump kits with incorrect return springs, not a bad idea to check the pressure. Idle mixture control screws should be out from lightly seated 1/4 to 1 turn.

If the fuel level is too high in the bowl, the level will be too high in the emulsion passages inside the carb main body. When reassembling the carburetor use the adjustment specifications list to make the necessary adjustments for the list number of your carburetor. Since this instruction sheet cannot contain all the pertinent information required to rebuild your carburetor, Holley recommends the HOLLEY - REBUILDING AND MODIFYING book by Jeff William’s P/N 36-185.
