RAI it'd seem familiar is intended to replace the item. Question 2 - RAW Drain Familiar can only replace Drain Bonded Item for when an ability allows you to use Drain Bonded Item. I think that's the key here - it doesn't replace Item with Familiar in any other situation. It can only be used when it's time to drain the poor thing.
