There is no way you can torque. it down while holding it with one hand, it keeps moving around. So I just tightened it with an impact, just don't go crazy.

Then all head bolts are torqued 90 degrees, then another 90 degrees. Just double checking the info before I build - seems like 28 ft/lbs ain't much.
