Put the washer on the bolt and then thread the nut on and tighten it down. Take the whole thing over to a bench grinder and grind the tip of the bolt down to be like a straight-slot screwdriver.

Now, turn it back out until engine stumbles or engine speed decreased. Then, set it midway in between those two settings. For those of you who've beat their heads against the wall to make their sportsman 90 run right, try an initial pilot jet size of 32.5 and a main jet of 95 and set the pilot adjustment screw out 1 1/4 turns.
