Issue: Subtool is locked and won't rotate: Weird lines are showing up when the move tool is active. Those areas won't rotate/move, while the other parts rotate freely. I've just built a new multipupose workstsion for zbrush/ CAD And photoshop and researched this extensively. But specifically for zbrush a good multicore processor, at least 32gb ram and most importantly an nvme gen 4 solid state drive. This allows data to be accessed and written very quickly. I find it makes a huge difference with zbrush.

Maybe try Meshlab decimation. I think it's unlimited poly count and had lots of algorithms for manipulating mesh data. Free a well. Good luck. Also something to consider. So, consistent measurements is important. I always import and export my models between programs with a reference cube at a specific size and at global origin. I always do 5cm. As mentioned, for exporting in Zbrush I like to use the 3d Print Hub. (I've never used scalemaster.)
