In the normal course of use, no Tivos are designed to lose power and there is virtually no benefit to turning off power to the units. I realise this is likely 3 months too late, but for others who have these exact problems (green LED and 'give me disks' message with no drives, but blinking blue LED with ANY disk added), the solution that worked for me was to replace the power supply.
