The Shard Dragon regenerates its armor and health immediately after taking damage. Effectively making it invincible. I attacked with with 10K station, and 20K fleets and did no damage at all. I'd say Shard is roughly equal in strengh to the Ether Drake. Around 30k fleet power should work fine, unless maybe if your loadouts are totally crappy. 15k (maybe even less) are enough if you hard-counter it.
